Purpose

To clarify exempt employee’s status regarding exchange time and to align with unwritten practices that have been in place through numerous Governors over the years.

Procedure

Exempt employees are generally higher level positions within state government and in the case of WSSB serving directly under the superintendent of WSSB.

Exempt employees are not hourly wage earners, but are hired to complete the job for which they have been hired. This may require additional hours beyond the regular work day which is part of the position.

Exchange time may be earned for the following:

  • Attend required meetings during a weekend. Maximum exchange hours: 8 per day.
  • Additional time required for special projects that have been cleared by the superintendent that are outside of your regular work.
  • In emergency situation additional hours, which may be tied to your regular work, but this should be a rare situation.

NOTE: Exchange hours should never exceed 80 hours and are not available for cash out.

Exchange time will not be granted for:

  • Additional time required for regular work associated with your job.  

The superintendent realizes that exempt employees often put in additional hours and has always been flexible in allowing for additional time off when needed and modification of exempt employees hours as long as it doesn’t have a negative impact on program and services provided by WSSB.
